To get a tagged PDF document out of Google Docs, you need to use the
Grackle Docs add-on (see https://www.grackledocs.com/).

The Grackle Docs add-on is free for checking the accessibility of a Google
Docs file, but you need to have a paid plan if you want to then export to
PDF. If you are a higher ed institution, the pricing is fantastically low
for a site license.
