[athen] Bylaws vote

Folks we really need you to vote on our bylaws if you have not already.
So far only 14 people have voted.

Here are the instructions again:

1)Go to the  URL http://tap-server.cmc.oregonstate.edu:8081/mini/
2)Use your email to login to the database 
3)No password is required to login to the database 
4)Click on the  survey name given, the current survey question is Access
Technology Higher Education Network By Laws 
5)Choose one option from the checkbox and press cast vote 
6)Your vote should be registered into the database 
7)Please logout after casting your vote
