Dan,
Your tape example isn't quite correct. Not all hardware players
recognize DAISY 3, so that makes a difference. Also, I always have
Publisher inport all MetaData and have had no problems.

Publisher is production and the RFD&D players are playback devices. No
different than asking if a cassette recorded on a TEAC deck will play in
a Jensen car stereo.
We use Publisher and play them back in RFB&D players as S.O.P.
NOTE - when creating DTB in Publisher make sure you allow the program
to insert minimal MetaData
