[Athen] NLS funding update

I was watching the webcast of the appropriation committee and it
appears $5 million was put back in the NLS budget, bringing it to $12
million, instead of the $19 million asked for.

It was also mentioned the GAO report will be issued today, so maybe it
will be posted here later today or tomorrow:
