I know of no such software. Perhaps the United Nations has something??
There is a lot of interpreting that goes on there.

Legally, there is nothing the institution is required to do. There must
be someone else in the Boston area who could interpret for this person.
I mean, the instructor could provide a recording of his lecture, the
student could meet with an interpreter, etc.
