[Athen] VPATs?

Dear ATHENites,

Can you assist by helping me better understand VPATs?  How widely used are they by institutions in making purchase decisions?  Does your institution use them?  Are they the de facto "tool" for determining product/equipment accessibility or are they just one tool among others?

but I'm not sure how prevalent the use of VPATs is.
