[Athen] Google Introduces automatic captioning

This is huge news. Automatic speech recognition will not be prime time
ready for a while, BUT the timing feature is a very big deal. Also,
since you can get the timed caption back out through copy and paste
(and an API soon? already?), with a little Perl or Python scripting
this means you can have caption files in multiple formats quickly and
with no manual timing needed.

Ironically, we had just begun to finalize the receipt process for a
grant related to building a similar system for the state university
system. Now, the plans have just changed radically.... (though most
videos for education will be longer than 10 minutes....)
