[Athen] PDF form question

I recently received the following question about a PDF form.

I'm looking for best practices and thoughts about whether a PDF form *must* be interactive in order to be considered accessible, even if the intent is that the form be downloaded, printed, filled out manually and mailed in (USPS). This process is offered, currently, as an alternative to filling out the form in an online application.

The online form is accessible to individuals with disabilities. Would you consider it best practice to make the PDF accessible in addition?
