Hi, Joe. To me there's no single answer to that question. If the video were, say, of a "talking head" lecture with no other interactive content (writing on the board, illustrative images, etc.) then a transcript might be acceptable. If, however, the video incorporates imagery that needs to be synced with the audio (explanation of the workings of a math problem, for example) then a transcript alone would not be acceptable.
