Present it to the sysadmins as a challenge -- you have users who need to
have those features enabled. Why are they turned off? Can they present a
truly compelling reason? Sometimes decisions like this are made through
inertia or lack of understanding of just what those features do. There's
really no excuse to have basic functionality of the OS hamstrung in this
fashion. If it is because other users are pranking with those features,
then the entire approach to IT provision should be re-examined. Certainly
most other institutions have solved that problem.

Of course, it's all in how you can present the challenge diplomatically if
you don't have an in with the IT people...I hear they can be bribed :)
