Last time I looked at this was two years ago and I could not find any TeX editors that would output to a tagged PDF file. The result was to output to PDF and then use a tagging tool (e.g., Acrobat) to go back through and add the correct tags to the content. Not pretty, but technically doable.

Interestingly, a number of TeX editors seemed to be able to output to decent HTML, so that may be a faster approach than to deal with the PDF to accessible PDF process.
