[Athen] fillable forms

Html forms are accessible unless somebody gets too cute.  Word and PDF are
usually not very accessible.  At least not without a huge amount of
understanding and care.  Use html

Hi there, our office is working on making accessible fillable forms. I do
not have a lot of experience with this. Does anyone have any suggestions on
how to do so. What is better for this Word or Adobe or another program? I
just want to make sure that I am creating the forms as accessible as they
possibility can.
