Hi,

I would suggest gitting rid of the PDF and go to straight HTML. It is the
only reasonable long-term solution.

In the future, it would be easy to go to EPUB 3 from the HTML version.

Thanks for the input and I completely agree with you! Just trying to figure
out the best way to tackle this and to see if anyone has alternatives that
they recommend to PDFs completed in this manner.

Realistically, they should go back to whoever made them so they can be made
accessible. Having lots of form boxes and check boxes aren't a problem, IF
they are labeled and tagged properly and in the right order for filling out
using tab movements. "Mostly accessible" is not enough. It should be fully
accessible.
