At Accessing Higher Ground this year, the UCF presenter said they've open sourced UDOIT. The code is on GitHub<https://github.com/ucfcdl/UDOIT> so if you have the expertise, it can be configured for other LMS's.

Yes, only for Canvas.

It takes specific code and API to query an LMS to retrieve the necessary information about its content types. I've only heard of such content scanners built for 2 LMSes.
