[Athen] Adding recording functionality for visually impaired students

Hi, Karen -- that's exactly what I'm trying to determine! I suspect it's
the latter (and possibly a preference/hidden new functionality request from
the DL folks), but I want to make sure I'm doing my due diligence. I
absolutely agree that it seems reasonable.
