[Athen] Live captioning for streamed event

Hi Tabitha,
I've seen the CART providers Syracuse University works with use
StreamText.net to get CART out to users. I've never seen it used to
embed live captions into streaming video, but it looks like StreamText
can do so: http://streamtext.net/features/integration

I've personally tried out remote CART accommodations through StreamText,
and although I was only viewing the CART transcript and not a video, I
was able to log into a single site with both my phone and my laptop. It
was very convenient.
