[Athen] screen readers recognizing tables on webpages

Robert and others:

To complicate this issue is that I am seeing that different AT and
browser combos are treating tables differently. As far as I can tell,
it's not related to how they're coded, necessarily. It is becoming an
issue of, I believe, screen readers trying to do some "intelligent
guessing" about whether a table is being used for layout or data.

And in my experience, it would be better if the screen readers did not
do this kind of "thinking."

Perhaps others can spell out the specifics; I have not done systematic
testing, yet.
