[Athen] proper heading structure in PDF

PDF/UA – 1 says that the first heading in a document is <H1>.

Subject: [Athen] proper heading structure in PDF
I noticed that when I convert a Word document stylized with a title and a heading structure that begins with H2 I receive a nested heading error from the Adobe accessibility checker. So I could change the title to a heading 1 or change the heading 2s to heading 1s to avoid the error. What's considered the best practice on this?
