Hello Chris,

Technically documents don’t strictly fall under WCAG 2.0, but many people
use it on them. Some people say they can fall under WCAG2ICT, but that is
non-web information and software, and personally I never saw the link to
documents that were available on the web.

If you say WCAG 2.0 can be applied to documents, then this may apply and it
relates to 1.4.8 Visual Presentation (at the AAA level):

Here they use it as an ‘add on’ and not as required:
https://www.w3.org/TR/UNDERSTANDING-WCAG20/meaning.html
