[Athen] Monitoring Use of Publisher Content

Hello
We are working at Cleveland State on our purchasing guidelines for
software.  One problem we have is that with standards software
purchases we can police them through our purchasing system.  However
Most of the software that is purchased for use in courses is being
purchased with textbooks through the bookstore.  Currently our
professors submit their requests directly to the bookstore with little
oversight from their departments. We are working with a third party
bookstore that we will most likely need to get involved in this
effort.  Does anyone have an advice about what worked for their school
on how they have handled the use of publisher provided content and how
to monitor it to guarantee access for students with disabilities.
