Thank you for the resource, and you are correct the two terms do matter.
David Baquis from the Access Board explains the difference very succinctly:
vendors and creators of accessible materials conform to the 508 Standards or
WCAG guidelines; those of us to whom Section 508 applies comply with the
law.

For those who may not be, it might also be helpful to be aware of this
resource, from the W3C, related to WCAG 2.0 Conformance (note that
*compliance* is not the word that's used). I believe this distinction
actually matters.
