I think the short answer is "it depends." The majority of the time I would
expect that it is not necessary to have multiple H1 elements in a Word
document (or Web page). That said, I can envision situations in which
multiple H1 elements are appropriate.

If you can provide a rational reason for using multiple H1 elements in a
document (or Web page), then it may indeed be a valid solution. I would
expect a consistent approach to be a requirement for the rationale.
