[Athen] Misunderstanding on Closed Caption Rule

Hi everyone,

Excuse my naïvety, but when at AHEAD this year, I was sure that on multiple cases it was said that "Closed captions need to be ON by default".

I can't find any resources supporting that fact, can someone help clarify that for me?
