[Athen] Misunderstanding on Closed Caption Rule

Hi Michael,

I'm not aware of any rule that says captions need to be on by default. At
AHEAD, I may have stated that captions are on by default in Able Player,
the free, open source media player we developed at the University of
Washington:

That choice is based on the belief that captions are beneficial to lots of
people (not just those who are deaf or hard of hearing), and I've seen data
from Facebook and Yahoo! indicating that users are much more actively
engaged with video if it's captioned (i.e., more likely to watch the video
if it has captions, as opposed to scrolling past it). With Able Player,
and with any other media player that supports captions, it's easy to turn
them off. It's also easy for people who need them to turn them on. And most
media players remember the user's choice so they only have to set it once.

For me, the question of which should take precedence has mostly to do with
how critical the need is. The "Captions On" group of users has a need,
whereas the "Captions Off" group of users has a preference, and personally
I think a need should take precedence over a preference.
