This can be done using a PDF document. Once you create the form, add the
form controls and check the accessibility the form can be put on your
website. Someone can download it, fill it out (provided you've made the form
controls accessible and they are in separate <Form> Tags in the Tags Tree),
save it and work on it as needed and then submit it. This gives them a copy
of the form for their records and in case they need to resubmit it.

We are trying to create accessible forms that can be completed online and
saved. Can this be done with a PDF or do we need to utilize another
