You may find what you are looking for in the Claro ScreenRuler app. Available on the Windows 10 store and in the MAC (laptop/desktop) app store. About $20 if I recall correctly. I think the Windows version has a trial period. Allows screen masking by colour & gradient of that colour plus gives a ruler and underline option that combine a line linked to the movement of your mouse, plus the colour overlay of the whole screen.

Hello, we have a student with post-concussion issues who requires a low blue light app on a computer, I guess to reduce eye strain. Can anyone provide any suggestions? I've never heard of such a thing, but being a blind guy myself I would never have had a need to seek out such an app in the past. Thanks for your suggestions!
