You may find what you are looking for in the Claro ScreenRuler app. Available on the Windows 10 store and in the MAC (laptop/desktop) app store. About $20 if I recall correctly. I think the Windows version has a trial period. Allows screen masking by colour & gradient of that colour plus gives a ruler and underline option that combine a line linked to the movement of your mouse, plus the colour overlay of the whole screen.

There’s a program called f.lux that does that. https://justgetflux.com/<http://kucmail01.kc.uwo.ca:32224/?dmVyPTEuMDAxJiYzYjBiMWFjZTBhNDRkN2VjOT01RDVFOUZBRl8xMjY1MV80NjIxXzEmJmNhM2RlOGI5Zjg1NDRjNj0xMzMzJiZ1cmw9aHR0cHMlM0ElMkYlMkZqdXN0Z2V0Zmx1eCUyRWNvbSUyRg==>. Windows also has a built-in “night light” setting that does the same thing.

Subject: [Athen] Low Blue LIght App

Hello, we have a student with post-concussion issues who requires a low blue light app on a computer, I guess to reduce eye strain. Can anyone provide any suggestions? I've never heard of such a thing, but being a blind guy myself I would never have had a need to seek out such an app in the past. Thanks for your suggestions!
