Yes, if you are referring to use with Jaws or NVDA, track changes is accessible, although it is verbose and a little ungainly to use. For jaws, FreedomScientific did a webinar a few years ago on how to use it. Here is the URL:

Asking on behalf of a client. Does anyone know or have experience with the current accessibility of Microsoft's track changes?

A specific version was not mentioned. I'd expect it to be more accessible in MS 2019 compared to 2010.
