While I always recommend that, it's not required under WCAG AA (it's a AAA
guideline).

If you want to know if a link is accessible, use WCAG to measure it.
Catherine essentially did that but without specifying the actual
guidelines. Not sure if you need it, but here are some relevant ones:

- 2.1.1 Keyboard - you should be able to TAB to the link and select it
(ENTER) with the keyboard
- 2.4.4 Link Purpose (In Context) - the link along with any text that's
contained in the same paragraph (<p>) makes sense
- 2.4.9 Link Purpose (Link Only) AAA - typically not required but I
strongly encourage this, the link "stand alone", as Catherine said, makes
sense
- 1.4.1 Use of Color - if you have a link embedded in a paragraph and
the link color is different from the paragraph text color but you have link
underlines turned off, that would fail because it's relying *only* on color
to distinguish the link. The link text must have some other visual
difference such as bold font or different typeface. Ideally, links should
be underlined.
- 1.4.3 Contrast (Minimum) - The color of the link compared to the page
background color must have sufficient contrast.
- 3.2.4 Consistent Identification - If you have the same link on several
pages and they all point to the same location, the same link text should be
used.
- 1.1.1 Non-text Content - If the link contains an image, the image
should have alternative text.

It's a simple question, "Can you tell me how to check if a web link is
accessible?", but can be a long answer.
