[Athen] "Top Hat" website accessibility

TopHat platform itself for end-user is navigable by keyboard only and
screen reader (we thad a student using the platform in the Summer), however
the *content* they access (e.g., instructors textbook / materials) need to
be created using the accessible features in top hat (heading styles, alt
text for images, etc). If the content producer did not use accessibility
features during the authoring process, i'm afraid the content won't be
accessible. We had the instructor give us temporary course access to
download the files and provide alt format for the student in some
instances.
