[Athen] HTML coding question: anchors

Hello fellow ATHEN members! I'm looking for a bit of guidance related to
some HTML coding related to anchors. A colleague has brought em the
following issue. Any suggestions would be greatly appreciated!

The issue we are up against is creating anchors where we think people are
naturally looking for them, and the WCAG rule about multiple anchors going
to the same place in close proximity to each other.
