[Athen] HTML coding question: anchors

Guess I’m a little confused by their question.
They have a skip nav, which is linked to Content, but they do not have any id=content anywhere on the page. They open 2 <section>s, but they do not have a <main>. I assume they want to link into the section that has the 6 grids - id="a-collaborative-approach": each of the 6 also has id values.

So an anchor links to an id… the link text would need to be clear, but I am not really sure what they mean about being in close proximity. Since each of the grids would move when the page displayed differently, it could be logical to link to each one, you just have to make sure the link text is clearly portraying the destination.

Hello fellow ATHEN members! I'm looking for a bit of guidance related to some HTML coding related to anchors. A colleague has brought em the following issue. Any suggestions would be greatly appreciated!

The issue we are up against is creating anchors where we think people are naturally looking for them, and the WCAG rule about multiple anchors going to the same place in close proximity to each other.
