These are both wonderful suggestions! As it turns out, the student seemed pleased with EquatIO from Texthelp, which may be our starting point for now.

Hi Justin,
While it is important for your office to accommodate this student with technology and other accessible tools, It might be better for this student in the long run to learn to write/read LaTeX. This is a robust language which should provide the student with all of the mathematical/Scientific notation they need both in school and in their eventual career. So, you might consider gently suggesting that the student begin learning LaTeX. While learning this language on top of their classes is indeed going to be difficult, it will most definitely be of benefit.
