If you can get the books in epub format I can recommend the Dolphin EasyReader app which has a free version for Android phones (it doesn't support highlighting however, only bookmarks, but it does support text search and ToC navigation)

Subject: [EXTERNAL] [Athen] Reading app for Android
Hello all,
I have a student with Dyslexia who needs to be able to read books on his Android phone. He needs TTS for sure and would like to have highlighting if possible. Do you have any recommendations for this?
Thanks.
