[Athen] W3C skills testing

These questions are great! They provide an insight on how well the interviewee understands w3c when it is applied in context to the job. In my opinion, memorizing how to properly identify what w3c criteria is and how to classify a problem does not always tell me how well the intereviewee understands accessibility or w3c.

Howard mentioned he has a test on matching accessibility issues to WCAG guidelines that could be used depending on the job function to test if the person understands the issues and how to apply it to WCAG.
