For Table 1- could go with Equivalent Course Option 1 through 4 to eliminate the redundancy, or Equivalent Courses (opt 1), etc. To keep the first word unique, could alternatively use 1st Equivalent Course Option, etc.
I might just reframe it....

Robert would know, he is a screenreader user. Both of these tables seem fine, but I think there would eventually be some confusion with the first table, since table headers seem to all have the same name.
Also, bulleted or numbered lists are no problem in a table.

First question:
Would having a table with the same header across majority of columns be an accessibility issue? Please see example table below.
