If you do have access to ePubs I can recommend Dolphin EasyReader<https://yourdolphin.com/products/individuals/easyreader-app>, it's free and available for iOS & Android

For iOS, Voice Dream Reader is great. Android’s version, the Legere Reader, is good as well. Neither is free but they are relatively low cost. Both tend to work better with epubs than PDFs.
