[Athen] hours one person needs to work on a web site

Hello
we are working with a department that is trying to get one person to
maintain and create all of their web sites. This person currently has 32
websites they are responsible for and keeps being given more to work on.
the person does not have an extensive background in accessibility and
tends to make the same mistakes on every page over and over again. mostly
dealing with keyboard navigation. We are trying to convince the department
that having one person do all this work is not appropriate and or
sustainable. Does anyone know if there is any research on time that should
be spent on one web site or page for security and maintenance. i.e.
patching and updating we can come up with the accessibility case just by
pointing at the problems but the fact is the department does not
understand how unsustainable this is and if its coming from us they think
we have a agenda and are not trying to help thanks lucy
