[Athen] Access to text-based content using auxiliary aids

Hello!

I would like to reference the following, but didn't save the source. Does anyone know which text this is from?

"Providing auxiliary aids has become low-cost and efficient thanks to digital technology, for example free text-to-speech programs are included with all mass-market computer operating systems. Auxiliary aids for accessing text-based materials, however, rely on regular, standards-based formatting as implemented by other regulations. Digital publications including textbooks are often still formatted favoring visual content discovery using display technologies such as PDF and do not contain markup structuring content in a linear fashion as is the case with HTML or ePub formats.

In order to ensure timely access to text-based content using auxiliary aids recipients will ensure digital text alternatives are made available using a publication format that enforces a linear structure."
