As expected, the U.S. Department of Justice has released information about the Notice of Public Rulemaking (NPRM) for the digital accessibility of most ADA title II entities for public comment. Most important things to know: * DOJ's position is that this rule simply clarifies a Title II entity's existing non-discrimination obligations under the ADA. * The technical standard that is proposed is the Web Content Accessibility Guidelines (WCAG) 2.1 at conformance level AA. * The rules would apply to most kinds of interactive digital content delivered via websites, web applications, and mobile applications. * Narrow exceptions are proposed for the requirement to comply with the technical standard, although existing obligations for effective communication and reasonable modifications are specifically called out as still applicable even to an exception, which would logically obligate an entity to provide an accessible format if requested by a person with a disability. If implemented properly, this would represent a huge step forward in clarifying for state and local government, and higher education, what the disability rights community have been advocating for them to understand about their ADA obligations. It has taken too long, but as a person with a disability myself, I am glad this is finally moving forward in the right direction. If you are a state or local government agency, or you are a public college or university, it is time to take all those decisive actions your accessibility team has been asking you for. If you do business with state or local governments, or public colleges and universities, your customers are about to become much more serious about this topic. In the early days we had VHS tapes that had a closed caption version then a second, longer audio described one. When things moved to DVD and online streaming there were some we had that attempted to quickly inject the audio description in between what speakers were saying and that was a poor listener experience and a bit confusing. Even if the video had a male answering a question then a female voice quickly interjecting audio description, "John Doe, professor of engineering at Acme University walking through a laboratory" and you'd know which was the AD and which were the people asking questions and answering them it was kind of an auditory mess. And just as we found out how to visually frame shots so that closed captions wouldn't interfere with content on the screen when later toggled on, we learned that one needs to have space for audio descriptions if the video was to remain the same length, using good planning in pre-production. When ordering audio description from a vendor like 3Play Media one can choose to have an extended option picked where the visual frame freezes to allow the interjection of audio description to not be rushed. Which also brings up the real time guidance of someone presenting to an audience. If they assume that some in the crowd cannot see and make a point of describing a chart or graphic as part of their presentation, then little or no audio description would need to be added in post-production. Likewise if a professor is making an instructional video and performs in front of the camera with the assumption that there may be blind and low vision viewers, then he or she would be advised to say, "I'm holding up a cylinder that is about 4-inches long and 2-inches in diameter, made from aluminum that we used to..." or you'll need to do that in post-production with edits and added costs. He'd used that when he'd come down from Bellingham to work on the Seattle UW campus. Terrill helped create the AblePlayer and could speak to that implementation challenge. I think that at some point UWTV struggled to implement that while many other campus units used YouTube. Might have been more of a staffing resource issue at that time as they went from a more fully staffed group to one who contracted it on a per-project basis for films. I went through the Trusted Tester training and certification and they use AblePlayer. And Deque University which I'm enrolled in also uses AblePlayer so one of those two organizations could speak to the process as well. It also has Math Prediction which can reduce keystrokes (e.g., typing "quad" or saying "quadratic" provides the option to enter the entire quadratic formula). The other STEM issue to be addressed for your student is drawing, graphing, and sketching. Having completed university programs in aerospace/mechanical engineering, I can tell you that engineering curricula requires a lot of diagramming complete with labeling! A good place to start is with GeoGebra (free, open source, works on multiple platforms), which would allow the student to create fairly complex precise diagrams using imprecise mouse movement, or stylus movement on a touchscreen, then export those diagrams to another document. My current system is based on heraldic hatching, but simplifies it and extends it so that it is both intuitive and can represent as many colors as you need it to. The idea is to use the RYBK (red, yellow, blue, key (darkness)) color system that has long been in use when mixing paints. I chose this over other systems because it is both: ? Somewhat commonly understood ? Adding more K lines makes a color darker both in representation and in fact. Bellow is a table of my ideas for the color patterns: Red (R): ? (vertical lines) Yellow (Y): ? (diagonal lines going northeast to southwest) Blue (B): ? (horizontal lines) Key (K): ? (diagonal lines going southeast to northwest) This can be remembered because they start with a vertical line and then proceed clockwise. The nice part is that this can be expanded to as many colors as you need by combining R, Y, and B patterns (rough version below): Red: ?? (two R lines) Orange: ?? (an R line and a Y line) Yellow: ?? (two Y lines) Green: ?? (a Y line and a B line) Blue: ? (B lines) Magenta: ? (a B line and a R line) Note that I've doubled up pure red, yellow, and blue above so that every pattern starts with the same actual darkness. This is important in situations where value is also used to convey information, but does not have to be done if value is not used. To create a darker shade of a color, one can simply add more K lines to it. This can be used to create as dark of a shade as needed. == Notes == One important thing to note is that this does not have to be used as complexly as I've demonstrated here. If you just have a red and orange map, then it might make sense to just use the red and yellowpatterns, as that is a close enough approximation. The only reason I made this system capable of expressing any shade of color is for situations where specific hues do matter. Also of note is that one *could* use their own patterns. My idea with creating a set of standard patters is that it could aid users when authors forget to specify the pattern being used. For example, in the situation where a page has a color-coded map or other graphic and a text-based analysis of the graphic, the author might occasionally forget to mention the pattern ("As we can see, the red areas..."). Having a standard pattern code for colors used across the site or across multiple sites would increase the chances that a colorblind user would be able to associate the correct pattern with that color, which would allow them to know which areas the author was talking about. Unless you can get it working with a Phonak Roger pen or something similar. While I have had to Roger Pen sync?d to my phone for streaming audio to CART services, via WebEx, I haven?t used it with Otter. The student would have to be within 10 feet of the professor, and professors who move around can move out of audio range. Another option would be to leave the mobile device/laptop near the instructor and the student can view Otter on their other device. We used to borrow a Bluetooth mic from another group on campus when I worked at UW. With multiple presenters each using microphones to speak and the audience/class listening via a PA system, we'd locate the microphone near a PA speaker (not too close). If it was just one presenter, then that person would wear the mic on them. With the microphone staying with the student out in the classroom, the results may be all over the place depending on the presenter's location (walking and talking, back facing the audience while writing on a whiteboard). The vast majority of publishers do respond to our requests, and you can reach out to a publisher directly for files. My Alternate Forman Production Manual might help you in this area. I go over how to request files, where to look for files, where to find publisher information, and etc. in the front part of the manual, which is all about the administrative functions of alternate format production. The back part of the manual covers how to convert files to other formats, and may also be helpful. If you?d like a copy of the manual, please let me know, and I will send you a link. We have also found the epubs often are missing things like page numbers (or are missing images or other elements) and don?t match the actual book so when professors ask students to read certain pages the epub really isn?t helpful.
