I would raise a big red flag. The VPAT provides explanations for each of the WCAG non-conformances and this shows that there will be accessibility barriers for people with several (perhaps most) different types of disability. Issues include:


* There are numerous instances of headings, tables, and form controls that are not marked up correctly to be read accurately by screen reader software.
* There are numerous instances of functionality that is inoperable through a keyboard interface.
* There are numerous keyboard traps.
* Alert messages do not remain visible long enough for users with reading and cognitive disabilities. (This can also affect people who use screen magnification, although the VPAT does not mention this)
* There are numerous instances of user controls such as buttons, expandable content regions, and tooltips that lack sufficient accessible markup.
* There are a number of color contrast issues that potentially impact the user experience.
* There are instances of graphical objects and user controls that do not meet minimum color contrast requirements.
* When the page is resized to 200%, text can be lost or obscured making it difficult to impossible for some users to use the page.

This is only a small sample of the non-conformances, yet the issues affect people with blindness, low vision, colour perception impairment, cognitive disabilities and people who use keyboard navigation or voice recognition software.

I also do not understand how the website can support 1.4.10 Reflow (which requires the ability to zoom to 400%) when it does not support 1.4.4 Resize Text (which only requires the ability to zoom to 200%).

Hello All,
For those of you who evaluate VPATs for your institution, do you have any experience or knowledge of TestOut? CompTIA partnered/purchased TestOut LabSim not that long ago. I received TestOut’s most recent VPAT<https://support.testout.com/hc/en-us/article_attachments/14020512570779> (March 2023) and I’m noting approximately 20 criteria that they themselves acknowledge their platform only partially supports. Am I wrong to raise red flags or minimally yellow flags on this platform?
