[Athen] Transcribing Audio Files

Hello,

We have an instructor who is asking about transcribing an MP3 file with
spoken content.  I can do this for her with Dragon, but are there any
online services that will do this that anyone would recommend?  A free
service would be great, but any suggestions are welcome.
