You can use Microsoft Word for the Web or OneNote Desktop (Windows only, though).

I’ve use it to transcribe recordings from online classes and webinars – it works pretty well.  You can choose to add only the transcribed text to your document, text plus speakers, text plus timestamps, or text plus speakers and timestamps.
