Hi.
Does the institution's version of Backboard include the Ally feature for alternative formats that students can possibly use? Might want to look into it that LTI feature is there but needs to be deployed for any given course section perhaps.
We have it with our Blackboard Ultra and it includes such features as Audio, Immersive Reading, Translate, as well as eBraille and other formats. I teach my students to use it as part of a Universal Design-approach in my science sections, for instance.

Hello Lorraine,
How complex is the page? Are there interactive elements anywhere?
If it?s a read only page, you can either 1) copy/paste the page into a google doc/word doc or 2) right click on the page and print it as a PDF, then perform accessibility edits. Such as setting the language in the tags panel.

Hope the semester is going well. We have a student who is taking a Spanish class who relies on Jaws and Voice over to read the information. They have sent me google sites that they use with Black board to build the site. Any ideas and or thoughts about how to make the sites into word or PDF so we can work on them.
