[Athen] Accessible Flip books

Flipbooks are difficult to navigate with a screenreader and introduce new issues. If they offered access to content outside of flipbooks, that could be considered an accommodation.
For instance, you can highlight some of the text so it looks like it should be accessible, but try accessing the text with a screenreader. In my case, I can navigate around the content, but not into it. Navigating by headers doesn’t help since the focus isn’t on the flipbook, but on the whole page in the background. This could be fixed with CSS values.
In the flipbook, I do not have access to my right click tools, which is replaced by a flipbook toolbar. I can’t get it to use my computer TTS. If I use Speechify, it only reads the content in the background and not the content I’m looking at. This can’t be fixed with CSS.
Can these books be loaded into e-ink devices like the BOOX?
Keep in mind that the NPRM requiring state entities to adhere to WCAG 2.1 lvl AA by April 2026 will not apply to vendors we purchase from. Vendors do not receive state or federal funding, nor do they have a public place to congregate. I highly doubt these are viewable, or even performs a reflow of content, on mobile devices.
