[Athen] User Experience Guide for accessibility metadata 2.0 Second

Dear Higher Ed folks,
I thought this community would want to be aware of this specification, and
we welcome your feedback. This information will be essential in the
selection of Born Accessible materials. VitalSource and RedShelf are already
displaying accessibility metadata, and they are swiftly moving to embrace
these revised guidelines. I suggest that you read the first linked document,
the guidelines. I am always happy to answer questions.
The W3C Publishing Community Group Accessibility Task Force is pleased to
announce the second draft of the "Accessibility metadata display guide for
digital publications 2.0." Indeed, the name has been changed to provide a
clearer understanding of the scope of the document.
This is an incremental revision and incorporates the valuable feedback
provided by you.
We are looking forward to your feedback on the second draft. Please provide
your valuable feedback on or before November 21, 2024.

The following significant changes were made since the last release:
* Added a Terminology section
* Updated the Metadata processing overview section
* Added an example to the Legal considerations section
* Made hundreds of wording changes
* Improved the logic in the techniques
* Added unique IDs for string identification
* Harmonized the strings in the techniques and the guidelines
