<p class="MsoNormal"><span style="mso-fareast-language:EN-US">I am just tossing this out there.  AutoCAD and probably some other 3D CAD programs have command line modes.  I have met folks who made large sections of drawings on a text-only display, granted this
 was 30 years ago when high-end graphics were a luxury.  I have actually done some drawing this way via AutoCAD.  I always needed notes to keep track of locations dimensions etc.  Essentially, I built the drawing in my mind and confirmed via the display.  One
 could use a 3d printer for feedback.  <o:p></o:p></span></p>

<p class="MsoNormal"><span style="mso-fareast-language:EN-US">I suspect this would be very challenging to learn from scratch.  It would be easier for someone who was familiar with using a 3d CAD system visually and then was trying to relearn non-visually. 
 As others have said, it would all depend on what is actually required for the program of study.

 exhausted our ideas of accommodations as well. Even the Dean of the program has tried to be accommodating and trying “think outside the box but there is only so much he can do.” So I’m following this thread in hopes that clearer answers/suggestions come up.
