 the appropriate skills and expertise, then what is reported is mostly, if not entirely, meaningless. Also, vendors all too often have an incentive to not be entirely truthful, as accurately reporting status levels may put them at a competitive disadvantage
 (e.g. in a Procurement bidding / scoring process.)<o:p></o:p></span></p>

 levels and details various barriers that exist in their solution. Which product would you choose? At face value, the one that purports to have 100% conformance would be the "winner." Is that likely to be true in the real world? Not at all.<o:p></o:p></span></p>
