Per my understanding, You do not need to download the Youtube video. In Kaltura, you can add the Youtube link and use it to add captions in Kaltura. This way you are only making the video accessible and there is no copyright issue.</div>

it hosted on Kaltura where we can add ADA compliant captions.</span></p>
