[eOutage] UPDATE: Winter quarter registration issue

UW Information Technology is aware of an issue affecting the Student
Personal Services web pages, including winter quarter registration,
that began approximately at 6:00 AM on 11/4/22.
UW-IT is actively investigating and trying to restore service to the
impacted applications. At this time there is no workaround for students
registering.
