[eOutage] RESOLVED: Sites Slow to Load / Multiple Hosts

UW Information Technology has resolved all issues related to multiple
systems impacted earlier today (including server degradation, MyPlan,
and MyUW) at approximately 7:35 am on 10/19/2022. The solutions varied
by system, all of which have been tested and confirmed by UW-IT
engineers. As a result, the Incident is resolved.
